Jim Carrey feels like an odd casting choice since he was known for only doing comedy films at the time, something Batman isn't thought of to be, and especially Tommy Lee Jones who does a horrible job playing Two-Face in general, and is seen as a complete ripoff of the Joker by many viewers.
The villian portrayals feel like a downgrade from the two previous films. Val Kilmer's performance as Batman is very bland and uninteresting compared to Michael Keaton's from the previous two films. Inconsistent tone, with the film trying to be dark like the Burton films, but more happy and colorful to appeal to children, not to mention, while Batman and Batman Returns were dark and depressing, they at least had a slight amount of camp which is used to fit the character personalities very well. As a result of the meddling mentioned above, Gotham City went from a dark, depressing, and serious city to an overly bright, colorful, and goofy city with neon colors that hideously feel out of place. The real reason why it changed so that Warner Bros could make it lighthearted and less dark.
